South Dakota

South Dakota began working on an Electronic Lien and Title (ELT) Program in the mid to late 2000s. PDP is an authorized service provider for South Dakota ELT and has worked closely with South Dakota to develop a web application that is both easy to use and inexpensive. Simply ELT is robust enough to handle lenders with only 1 lien per year as well as larger lenders with thousands of titles per year.


How it Works

South Dakota certificates of title that contain lien information are now stored electronically. No printed copy is produced for mailing to the lender unless specifically requested.

Certificate of title and lien applications are processed at the country treasurers' offices and Department for International Registration Plan (IRP) participants. Upon the notation of a lien, the certificate of title record is stored electronically in the Department database and a participating lender is notified electronically through PDP Group of the title issuance/lien notation.

At the time of lien satisfaction, a participating lender electronically notifies PDP Group to notify the Department of the lien release and the Department prints and mails the certificate of title to the owner (or other entity as directed by the lender).

PDP Group exchanges data files with the Department on a daily basis. These files contain lien notations, lien releases, lien reassignments, error/correction information, and requests for paper titles.


How to Enroll

  1. Complete the PDP Service Agreement which may be obtained by filling out this form requesting a service agreement.
  2. Complete the Application for Enrollment/Change In Electronic Lien and Title System.
  3. Complete the South Dakota ELT Lender Application.
  4. Sign, scan and e-mail this application along with the PDP Group, Inc. Service Agreement to PDP.
