When a loan is paid off, the lien will be removed and the title will print and mail to either the owner or any 3rd party specified by the lienholder at time of release. 3rd party can include dealers, finance companies, insurance companies, etc.

E2SHB 1129 Fee Increase (January 2015)

Only DOL, a County Auditor or other Agent appointed by the Director of the Department of Licensing (DOL) will charge the new service fee. Subagents collect the same amount as a 'subagent fee'. This service fee will make transactions cost the same whether done at DOL, the County Auditor, or a Subagent's office. 

Yes, for vehicle title transactions only. The service fee does not apply to vessel titles. 

Any vehicle title transaction processed through the ELT system on or after Jan. 1, 2015 would be subject to the new fee. Any vehicle title transaction processed through the ELT system on or before Dec. 31, 2014 will not be subject to the new fee. 

Yes, any vehicle title transaction will increase by$12.00 in the ELT system. 

No. The fees are the same regardless of whether done electronically or by paper 

The cost is the same regardless whether it is an electronic or paper title. There are no plans to making any changes on paper titles vs electronic titles in Washington State. 

It is twice as long to process a paper transaction versus an electronic transaction. 

A letter or email to the DOL ELT Contract Manager requesting termination of the contract. Any existing electronic titles in the system will have to be released to paper before the account can be closed and deleted from the ELT system.

Electronic lien and title, also known as ELT, is a program offered by various US States allowing state Department of Motor Vehicles to electronically exchange lien and title information with lienholders in lieu of a paper title. 

The benefits of ELT far outweigh any drawbacks so every lender should want to use ELT. However, not every state requires a lender to use ELT. As of May 2015 the following states have MANDATED an ELT program: Arizona, California, Florida, Georgia, Louisiana, Nebraska, North Carolina, Pennsylvania, South Dakota, and Virginia. 

State jurisdiction benefits include: more accurate data resulting from the electronic exchange of data, improved delivery time, reduction in the use and control of secure forms, reduction in mailing and printing costs, improved data and forms security.

Lienholder benefits include: potential staff reduction in areas associated with filing, retrieval and mailing of paper titles, reduction in storage space needed for filing and storing of paper titles, ease of processing for dealer transactions, reduction in fraud.
